OUR Mission

Our experience as an Independent Compliance Officer includes roles as ICO to redevelopment agencies, numerous Prime and General Contractors, and as a municipal advisory attorney to several public agencies such as the City of Rochester, New York, and SMART Bus, a Michigan Transportation Public Authority.

We serve as a private Independent Compliance Officer for Prime and General Contractors on a wide range of real estate related projects and various phases.  As ICO we assist the Prime and Subcontractors with identifying qualified disadvantaged and minority subcontractors that may serve on projects that mandate minority participation inclusion.  As ICO our approach is to work with the Prime and Subcontractors to bring about completion of each phase of a project by connecting the common interests of the development project with the mandatory goals of minority participation and inclusion; advising on compliance obligations, issuing Assurance Statements, and verifying the Good-Faith Efforts Checklist have been utilized. 

We remain in touch with numerous minority and disadvantaged enterprises and endeavor to connect them with Prime and Subcontractors.  This relationship has proven vital to keeping projects moving through each phase of construction, minimizing costly fees and without delaying progress.

There are cultural biases built into testing, and that was one of the motivations for the concept of affirmative action - to try to balance out those effects.
